Prohibits law enforcement units from hiring any police officer who was previously dismissed for malfeasance or other serious misconduct, or who resigned or retired while under investigation for such misconduct, effective July 1, 2022.

Requires law enforcement units with knowledge of former officers meeting these criteria to inform other hiring units and the Police Officer Standards and Training Council of the dismissal, resignation, or retirement.

Bars the Police Officer Standards and Training Council from certifying police officers who were dismissed for malfeasance or serious misconduct, or who resigned or retired while under investigation.

Defines "serious misconduct" to include felony convictions, evidence fabrication, unjustifiable use of physical force, bribery, fraud, failure to intervene against other officers' unjustifiable force, and harassment based on protected class membership.

Requires law enforcement units to complete investigations of officers who resign or retire while under investigation, with investigation files provided to the Police Officer Standards and Training Council upon request for hearings; allows officers to request hearings to challenge dismissal or denial of certification.
