Establishes a state goal to implement policies ensuring affordable, decent, safe and stable housing for all Connecticut residents, effective October 1, 2022.

Requires state agencies and political subdivisions to consider the right to housing when adopting policies and regulations, with priority given to low and moderate income families and those experiencing homelessness.

Defines five components of the right to housing: protection from housing loss through eviction prevention; safe housing meeting basic needs; affordable rental assistance and housing stock development; rehousing assistance for homeless persons; and recognition of special circumstances for protected classes.

Creates a Right to Housing Committee with 16 appointed members representing expertise in homelessness, low-income housing, fair housing, disability, criminal justice, racial equity, LGBTQ+ issues, domestic violence, trafficking, refugee/immigrant status, and veteran status, effective upon passage.

Committee must meet at least twice per fiscal year, review proposed housing legislation for impact on vulnerable populations, and submit annual reports beginning July 1, 2023.
