Establishes a task force to study criminal penalties for abuse, abandonment, and financial exploitation of elderly persons, persons with disabilities, and conserved persons in Connecticut, review comparable penalties in other states, and make recommendations for potential modifications.

Task force consists of nine categories of members including representatives from the Division of Criminal Justice, Connecticut Legal Rights Project, Greater Hartford Legal Aid, Leading Age Connecticut, AARP Connecticut, Coalition for Elder Justice in Connecticut, State Ombudsman, Commissioner of Social Services, and joint standing committee chairs on aging.

Initial appointments must be made within thirty days of the effective date, with the first task force meeting scheduled no later than sixty days after the effective date.

Task force shall submit findings and recommendations to the joint standing committees on aging and judiciary by January 1, 2023, and shall terminate on the date of report submission or January 1, 2023, whichever is later.

Administrative staff support is provided by the joint standing committee having cognizance of matters relating to aging.
