Commissioner of Social Services, in consultation with the Commissioner of Aging and Disability Services, shall conduct a study of the state's long-term care needs effective upon passage.

Study must include the number of state residents age 60+ in 2021 and projected numbers for 2025, plus numbers of residents age 60+ and disabled adults under 60 requiring long-term care in those same years.

Study must track residents removed from institutional settings to home and community-based settings under the Money Follows the Person demonstration project for calendar years 2017-2021, and calculate associated state expenditure savings.

Commissioner must report study results by July 1, 2023 to joint standing committees of the General Assembly having cognizance of aging and human services matters.

Report must include commissioner's recommendations for addressing identified gaps in long-term care provision and resources needed for future long-term care needs.
