Increases the size limit for customer-owned renewable energy projects from two megawatts to five megawatts in clean energy tariff programs, effective October 1, 2022.

Raises low-income customer capacity requirements for shared clean energy facilities from 10% to 20%, and increases combined low-income and moderate-income capacity from 10% to 60% of total facility capacity.

Changes the definition of "low-income customer" from 80% to 60% of state median income, adjusted for family size.

Increases annual megawatt allocations for clean energy projects: from 85 MW in year one to 245 MW per year in years two through six, with specific limits per customer category (10 MW for subparagraph A, 100 MW for subparagraph B, 50 MW for subparagraph C).

Allows commercial and industrial customers to use entire rooftop space for electricity generation projects without size-to-load restrictions and requires a study of property tax treatment for commercial solar projects by January 1, 2023.
