Extends COVID-19-related election administration changes through November 8, 2022, including shortened notice periods (4-7 days instead of 5-15 days) for elections and primaries held before that date.

Allows COVID-19 illness as a qualifying reason for absentee voting through November 9, 2022, and permits electors to request absentee ballots based on this reason.

Permits early processing of absentee ballots beginning 14 days before elections through November 9, 2022, with ballots to be processed starting at 5 p.m. on the fourth day before the election.

Extends deadlines for election officials to complete vote counts, deliver results, and file returns by 48-96 additional hours for elections held before November 9, 2022.

Allows Secretary of the State to waive certain supervised absentee voting requirements at institutions during declared public health or civil preparedness emergencies through November 9, 2022.
