Prohibits any person from offering or selling counterfeit lighters or unsafe lighters in Connecticut, including free samples, on retail, wholesale, online, or in-person bases, effective October 1, 2022.

Defines "counterfeit lighter" as any lighter infringing on intellectual property rights of U.S. citizens or entities protected by federal or state law.

Defines "unsafe lighter" as disposable or refillable cigarette/pocket lighters not complying with American Society for Testing and Materials Standard F400-20, or grill/utility lighters not complying with Standard F2201-20.

Exempts interstate transportation of counterfeit or unsafe lighters through the state and storage in closed-to-public distribution centers or warehouses that do not retail such lighters.

Authorizes the State Fire Marshal, local fire marshals, and aggrieved persons to bring civil actions in Superior Court to recover damages from violators.
