Prohibits businesses from charging different prices for substantially similar consumer goods or services based on the sex or gender identity or expression of individuals to whom they are directed or marketed, effective October 1, 2022.

Defines "substantially similar qualified goods" as products with no substantial differences in materials, intended use, features, functional design, and brand; defines "substantially similar qualified services" as services with no substantial differences in time required, difficulty, and cost to provide.

Allows price differences only when justified by actual differences in manufacturing or service provision time, difficulty, cost, labor, or materials used—not based on sex or gender identity or expression.

Requires businesses providing qualified services to provide written price lists to consumers upon request.

Authorizes the Commission on Human Rights and Opportunities to develop educational programs and instructs courts to award damages to complainants upon finding a discriminatory pricing practice.
