Repeals and replaces Section 7-255 regarding water pollution control authority's establishment of fair and reasonable sewer connection and use charges, including public hearing requirements, notice procedures, and appeal rights to superior court within 21 days.

Amends Section 8-2p to allow municipalities to opt out of parking space limitations for dwelling units through a two-thirds vote by the zoning commission following a public hearing, with final approval by the municipal legislative body or board of selectmen.

Makes minor and technical corrections throughout planning and development statutes, including changing "state plan for conservation and development" to "state plan of conservation and development" and updating cross-references to Part I of Chapter 297.

Updates Section 2-79a defining the composition of a planning commission to include specific legislative leaders and appointed representatives from municipalities, education, labor, and other stakeholder groups.

Modifies multiple statutes (Sections 7-131e, 12-217ii, 16a-25, 22a-92, 22a-100, 22a-352, 22a-430, and 25-200 series) to ensure consistency in references to state planning documents and add clarifying language regarding administrative processes and grant distribution criteria.
