Amends Connecticut General Statutes Section 47-261b effective October 1, 2022, regarding common interest community association rules.

Requires executive boards to provide unit owners at least 10 days' notice before adopting, amending, or repealing rules, including the proposed text and date of action.

Prohibits associations in non-condominium and non-cooperative common interest communities from banning rooftop solar power systems on individual units.

Allows associations to regulate solar installations regarding size, installation manner, maintenance responsibilities, and prohibition of systems on common elements.

Replaces mandatory language ("must") with "shall" throughout the statute regarding flag display rules, construction application procedures, and reasonableness of association rules.
