Extends professional educator certificate validity from five years to ten years, with renewal required every ten years instead of every five years (effective July 1, 2022).

Allows the Commissioner of Education to reissue initial and provisional educator certificates to persons who hold but have not served under such certificates, if they satisfy the original preparation and eligibility requirements (effective July 1, 2022).

Delays the deadline for the Department of Education to develop a model curriculum for grades kindergarten through eight from January 1, 2023 to January 1, 2024 (effective July 1, 2022).

Establishes a grant program for local and regional boards of education with severe need schools to provide school breakfasts, funded at $3,000 per school plus ten cents per breakfast served, contingent on documented direct costs exceeding federal aid received (effective from passage).

Authorizes the Commissioner of Education to temporarily waive provisions and modify eligibility requirements for school breakfast and lunch grant programs in response to changes in federal law or waivers from the U.S. Department of Agriculture (effective from passage).
