Department of Education shall develop best practices by July 1, 2023 for local and regional boards of education establishing pathways programs with local businesses under the Pipeline for Connecticut's Future program, in collaboration with stakeholders and successful program implementers.

Commissioner of Education shall review existing state laws and regulations to identify obstacles or prohibitions limiting pathways program partnerships, including those governing attendance, course credit for out-of-classroom work or apprenticeships, and educator certification, with recommendations due to the education and employment advancement committee by January 1, 2023.

Local and regional boards of education must provide full access to technical education and career schools, regional agricultural science and technology education centers, interdistrict magnet schools, charter schools, and interdistrict student attendance programs for student recruitment purposes (excluding athletic recruitment).

School counselors are required to provide information to students and parents in middle and high schools about vocational, technical, technological, and postsecondary education at technical education and career schools, and agricultural science and technology education at regional agricultural science and technology education centers.

Local and regional boards of education must post information about technical education and career schools, regional agricultural science and technology education centers, interdistrict magnet schools, charter schools, alternative high schools, and interdistrict student attendance programs on their websites.
