Establishes a charter school approval grant account as a separate, nonlapsing account within the General Fund to provide initial funding for newly granted charter schools in the fiscal year following charter approval.

Replaces the "initial certificate of approval" system with direct charter grants, effective July 1, 2022, simplifying the charter authorization process for local and state charter schools.

Limits state charter school approvals to a maximum of two new charters per fiscal year, beginning in fiscal year 2023.

Maintains application requirements for charter schools including mission statements, governance structures, educational programs, student admission procedures with enrollment lotteries, and diversity recruitment plans.

Requires governing council members and charter management organization staff to submit to child abuse and neglect registry checks and state/national criminal history records checks before charter approval or hire.
