Department of Education shall compile and analyze special education cost information from all local and regional boards of education throughout Connecticut.

Department shall identify school districts with special education expenditures at four specific thresholds: 2.5 times, 3 times, 3.5 times, and 4.5 times the district's net current education expenditures.

Department must report findings to the joint standing committees on education and appropriations by July 1, 2023, including the cost to reimburse districts for expenses at each expenditure level.

Effective upon passage of the legislation.
