Prohibits use of second-generation anticoagulant rodenticides (brodifacoum, bromadiolone, difenacoum, difethialone) in state parks, wildlife refuges, state forests, and state conservancies effective October 1, 2022.

Exempts state employees using these rodenticides for public health activities, water supply infrastructure protection, and mosquito/vector control as authorized by public health officials.

Allows use for controlling rodent infestations designated as public health emergencies by the Commissioner of Public Health or director of health when other control methods are documented as inadequate.

Exempts medical waste generators, federally-registered facilities compliant with food and drug regulations, and agricultural activities including food storage warehouses, production sites, factories, and agricultural infrastructure.

Requires the Commissioner of Energy and Environmental Protection to adopt regulations ensuring continued use does not cause significant adverse effects to nontarget wildlife, including provisions for invasive rodent eradication to protect threatened or endangered species.
