Board of Trustees of The University of Connecticut and Board of Regents for Higher Education must develop and adopt a campus freedom of expression policy by January 1, 2023.

Policy must prioritize freedom of expression in research, teaching, discussion, and debate, including protection of disagreeable or offensive speech.

Policy must allow reasonable, content-neutral time, place, and manner limitations based on compelling institutional interests, and permit spontaneous protests that do not materially interfere with campus functions.

Institutions must designate public campus areas as public forums open equally to all speakers and provide resources for protecting speaker safety and freedom of expression for invited speakers.

Boards must submit the adopted policy to the joint standing committee on higher education by February 1, 2023; effective date is July 1, 2022.
