Establishes a breast and cervical cancer early detection and treatment referral program within the Department of Public Health, effective October 1, 2022.

Defines "unserved or underserved populations" as women aged 21-64 who are at or below 250% of federal poverty level and lack health insurance covering these cancer screenings.

Requires the program to include public education initiatives, professional education programs, and a tracking system for abnormal screening results and treatment referrals.

Mandates the Department of Public Health provide clinical breast examinations, screening mammograms (including tomosynthesis where possible), pap tests, and human papillomavirus tests to eligible populations, with priority given to women in minority communities.

Requires pap tests every six months for women who have tested HIV positive.
