The Public Utilities Regulatory Authority chairperson shall conduct a study of certified third-party nonprofit organizations responsible for community access operations and facilities.

The study must review community access operations and current funding structures for both operational and capital needs of community access organizations.

Any recommendations to increase funding for community access organizations must be analyzed against state-wide consolidation options and be at minimum net neutral to the average funding collected from applicable franchise areas in fiscal years ending June 30, 2019, 2020, and 2021.

The chairperson shall consider community financial support, appropriateness of personnel salaries, and support provided through section 16-331cc of the general statutes when making recommendations.

The chairperson must report study results and recommendations to the joint standing committee on energy and technology by December 15, 2023.
