Eliminates income and asset limits for the MedConnect program for working persons with disabilities, requiring only that participants engage in substantial and reasonable work effort as determined by the commissioner and contribute 10% of countable income exceeding 200% of the federal poverty level toward premiums.

Increases asset limits for HUSKY C eligibility from $1,600 to $5,000 for single persons and from $2,400 to $7,500 for married couples, effective July 1, 2022.

Changes medical assistance income eligibility standard from 143% to 138% of the federal poverty level for general Medicaid applicants, and allows the commissioner to seek federal approval for a waiver or state plan amendment to implement these changes.

Requires the Commissioner of Social Services to implement policies and procedures through interim implementation while adopting formal regulations, with notice posted on the eRegulations System within 20 days of implementation.

All provisions become effective July 1, 2022.
