Exempts Medicaid waiver applications, waiver renewals, and state plan amendment submissions from notice and public hearing requirements when filed in response to a federal declared emergency or disaster, or a public health or civil preparedness emergency declared by the Governor or General Assembly.

Applies to Section 1115 or 1135 waivers under the Social Security Act, Appendix K waivers under Section 1915(c), and disaster relief amendments to the Medicaid state plan.

Requires the Commissioner of Social Services to submit copies of emergency/disaster-related submissions to the joint standing committees on human services and appropriations prior to federal submission.

Effective from passage and amends Connecticut General Statutes Section 17b-8 by adding subsection (e).

Exemption applies only to the extent permissible under federal law.
