Establishes the Office of the Connecticut Fatherhood Initiative within the Department of Social Services to promote father involvement with children, with emphasis on low-income families and responsible parenting.

Creates a CFI Council with 28 members including state agency commissioners, court officials, workforce representatives, and 11 appointed members with expertise in legal services, family relations, domestic violence, and child development to approve CFI strategic plans and coordinate services.

Authorizes the Commissioner of Social Services to apply for and award federal and private grants to entities providing employment training, parenting classes, financial literacy, and support services for low-income fathers.

Requires grantees to implement accountability measures, leverage existing resources through community partnerships, and consult with domestic violence experts to address safety concerns in programs and services.

Mandates annual reporting to the General Assembly by December 1st on the grant program's effectiveness in achieving Connecticut Fatherhood Initiative objectives.
