Establishes a task force to study the effectiveness of the state-administered general assistance program and other state assistance in addressing homelessness, with authority to make recommendations for necessary legislation.

Task force composition includes 10 members: two housing experts appointed by the House speaker, two homeless shelter provider representatives appointed by the Senate president pro tempore, one homeless advocate appointed by the House majority leader, one housing law attorney appointed by the Senate majority leader, one municipal representative appointed by the House minority leader, one state assistance funding oversight expert appointed by the Senate minority leader, and three state commissioners (Housing, Social Services, and Mental Health and Addiction Services) or their designees, plus joint standing committee housing chairpersons.

Initial appointments must be made within 30 days of the bill's effective date, with the first task force meeting scheduled within 60 days.

Task force must submit a report with findings and recommendations to the joint standing committee on housing by January 1, 2023, and terminates on that date or when the report is submitted, whichever is later.

Joint standing committee on housing provides administrative staff and chairpersons for the task force.
