Commissioner of Housing shall conduct a study of excessive rent increases in Connecticut, effective upon passage

Study must analyze the annual number of complaints filed with fair rent commissions alleging landlords imposed excessive rent increases and track the disposition of such complaints

Commissioner shall identify recommended amendments to Connecticut General Statutes sections 7-148b through 7-148g to protect residents from excessive rent increases

Commissioner must submit a report to the joint standing committee on housing by January 1, 2023, containing study findings and any recommended legislation
