Commissioner of Housing shall establish a pilot program by July 1, 2022 to reimburse landlords denied UniteCT rental assistance solely due to lack of tenant participation.

Reimbursement period runs for one year beginning October 1, 2022, with amounts not exceeding what landlords would have received if their UniteCT application had been approved.

Commissioner must establish program criteria and application form for eligible landlords to demonstrate they would have qualified for UniteCT reimbursement but for tenant non-participation.

Commissioner shall submit a report by December 1, 2023 to the joint standing committee on housing covering program implementation, utilization rates, performance data, and recommendations for future implementation or extension.
