Establishes a housing authority resident quality of life improvement grant program administered by the Department of Housing, providing up to $250,000 in aggregate annual grants for residential building improvements recommended by resident advisory boards, with applications accepted starting October 1, 2022.

Creates a task force to study the federal Housing Choice Voucher Program and its implementation in the state, including evaluation of disparate impacts on at-risk children, youth, and families, with membership consisting of legislative leaders and committee members appointed within 30 days and a report due by January 16, 2023.

Requires municipalities to collect residential address information from nonresident owners and project-based housing providers of rental properties, with notice of address changes required within 21 days.

Redefines "controlling participant" to mean a natural person (not a minor) who directly or indirectly exercises substantial control of or owns greater than 25 percent of rental real property entities through contract, arrangement, understanding or relationship.

Requires disclosure of identifying information and current residential addresses of all controlling participants associated with rental properties when the owner is a corporation, partnership, trust or other legally recognized entity.
