Bill Summary: Raised Bill No. 305

• Board of Regents for Higher Education shall establish by January 1, 2023 a pilot program pairing criminal justice majors with law enforcement mentors at universities and state/local agencies, guaranteeing participating students a law enforcement position upon graduation.

• Local and regional school boards may develop police explorer programs as elective courses for high school students interested in learning about law enforcement through training and activities coordinated with local or state agencies.

• Office of Policy and Management shall administer a grant program to provide grants-in-aid to municipalities for data-driven proactive policing and investigations, including modernization of intelligence tools, effective July 1, 2022.

• Police officers may use stop sticks or tire-deflation devices without prior authorization to prevent crime or reckless driving; governmental immunity in civil actions is limited to cases where officers acted with extreme indifference to human life rather than requiring only an objectively good faith belief.

• Officers witnessing illegal use of force by another officer must intervene and attempt to stop it, or report it as soon as practicable; law enforcement units cannot retaliate against officers who report or intervene; police searches during vehicle stops for motor vehicle violations require probable cause, reasonable suspicion with documented consent, or unsolicited recorded consent.
