Expands Child Advocate responsibilities to include presenting reports to an advisory committee at least three times yearly on office goals and projects within available appropriations, effective July 1, 2022.

Clarifies Child Advocate access to records by changing language from "may request" to "may request and shall have access to" any records necessary to carry out duties, with fourteen-day response requirement.

Extends confinement reporting requirement to cover children up to age twenty-one (changed from "twenty") held in secure detention or correctional facilities, with reports submitted biennially to the joint standing committee on children.

Expands retaliation protection to include employees of "any agency or entity providing publicly funded services," not just state and municipal agencies, who make complaints or cooperate with investigations.

Establishes seven-member advisory committee composition with appointments from Senate president pro tempore, House speaker, Senate majority and minority leaders, House majority and minority leaders, and the Governor, with five-year terms and annual effectiveness evaluations required.
