Amends Section 19 of the 1929 Metropolitan District Commission charter to clarify debt calculation rules, adding that bonds refunded or replaced by other indebtedness may be deducted from total outstanding indebtedness if proceeds and projected earnings are held in escrow to pay principal, interest, and redemption premiums.

Establishes that other bonds issued under any act of the legislature can also be deducted when computing the district's total outstanding indebtedness against the 5 percent limit of combined grand lists.

Amends Section 49 of the 1929 charter to remove the requirement that water rates be uniform throughout the district.

Clarifies lien perfection procedures for unpaid water charges by requiring the district clerk or authorized representative to file a certificate describing the property and lien amount with the town clerk within two years of when the assessment or charge became payable.

Both amendments take effect upon passage of the bill.
