Repeals and replaces Section 8-19a of the general statutes to allow municipalities to appoint or elect alternate members to planning commissions by ordinance, effective October 1, 2022

Removes the prohibition preventing zoning commission and zoning board of appeals members from serving as planning commission alternates

Requires planning commission alternate members to be electors and grants them all powers and duties of regular planning commission members when seated

Allows alternate members to attend all planning commission meetings and executive sessions, with ordinances specifying the process for designating alternates to act

Mandates that alternate members who also serve or have served on the zoning commission or zoning board of appeals must recuse themselves from appeals involving decisions they participated in
