Commissioner of Developmental Services must develop a strategic plan by January 1, 2023 to reduce wait times for services to persons with intellectual disability and submit recommendations for legislation to the joint standing committee on public health.

Secretary of Office of Policy and Management must consult with all relevant stakeholders before implementing any plan to close a facility operated by the Department of Developmental Services, effective October 1, 2022.

Commissioner of Developmental Services must provide notice to persons with intellectual disability or their legal representatives before their eligibility for state-assisted care ends, effective October 1, 2022.

A task force is established to study the Department of Developmental Services' level of need assessment system, examine related instruments and policies, and submit findings and recommendations by January 1, 2023; consists of 8 members appointed by legislative leaders and the Commissioner of Developmental Services.

Physicians, physician assistants, and advanced practice registered nurses must conduct a mental health examination during annual physical examinations of patients, effective October 1, 2022.

Insurance companies are prohibited from requiring mail order pharmacies and restricted from requiring step therapy on any prescribed drug for longer than 60 days or on drugs treating behavioral health conditions, effective January 1, 2023.

Commissioner of Social Services may contract with hospitals and nonprofit organizations to provide social services and referrals to frequent users of hospital emergency department services, effective October 1, 2022.
