Commissioner of Veterans Affairs shall conduct a study of veterans services provided by municipalities, using available appropriations.

Study must identify municipalities with local veterans' advisory committees, municipalities with municipal veterans' representatives, and municipalities with neither.

Study must examine resources (time, financial, technological, and human) available to each committee or representative and compare the level and quality of veterans services across all municipalities.

Commissioner must submit a report with study findings and legislative recommendations to the joint standing committee on veterans' affairs no later than January 1, 2023.
