Expands the definition of "veteran" to include those with "other than honorable" discharges based on qualifying conditions including sexual orientation, gender identity, gender expression, post-traumatic stress disorder, traumatic brain injury, or military sexual trauma.

Establishes a Qualifying Review Board with five voting members, a majority of whom must be veterans, to review applications from veterans seeking state-based veterans benefits based on discharge characterization.

Board membership consists of one member appointed by the Commissioner in consultation with the Department of Veterans Affairs Board of Trustees chairperson, the manager of the Office of Advocacy and Assistance, and three members appointed by the Commissioner.

Sets specific timelines requiring the board to review applications within 30 days of receipt and submit written recommendations to the Commissioner within 30 days, with the Commissioner issuing decisions within 10 days.

Allows veterans to request reconsideration within 15 days of denial, with the Commissioner's final decision appealable to Superior Court under section 4-183.
