Establishes a price preference of up to 10 percent for purchases from veteran-owned businesses, or up to 15 percent for veteran-owned micro businesses with gross revenues not exceeding $3 million.

Defines "veteran-owned business" as a business with at least 51 percent ownership held by one or more veterans, with "veteran" having the same meaning as provided in section 27-103.

Adds veteran-owned business preference to existing state contracting preferences that already include recycled materials, clean alternative fuel vehicles, and micro businesses.

Requires state agencies awarding contracts through competitive negotiation to include price as an explicit factor in request for proposals and contract award criteria.

Takes effect October 1, 2022 and amends section 4a-59(c) of the general statutes.
