Allows private investigators to perform duties while registration applications are pending, provided the employer conducts criminal history records checks and confirms the applicant meets registration requirements.

Requires licensees to apply for registration of private investigators immediately upon hiring, submitting fingerprints, photographs, and a $40 fee to the Commissioner of Emergency Services and Public Protection.

Prohibits registration of individuals convicted of felonies, sexual offenses, crimes involving moral turpitude, or those previously refused or had licenses revoked.

Allows security officer applicants to perform duties while licenses are pending if criminal history checks are completed, training is completed or waived, and the applicant has not been decertified as a police officer.

Prohibits security officer applicants from performing duties at preschools, elementary or secondary schools, or child care facilities regardless of pending license status.
