Department of Developmental Services shall encourage operators of licensed residential facilities to adopt energy efficiency standards and environmentally friendly construction materials and techniques for new construction.

Residential facilities licensed by the department may participate in energy assessment programs available under state statute, and must provide copies of assessment reports to the Department of Developmental Services.

Commissioner of Developmental Services must report to the joint standing committee on public health by July 1, 2023, on energy assessment findings and recommendations for efficiency improvements in licensed facilities.
