Police Officer Standards and Training Council, in conjunction with the Department of Transportation, shall develop a traffic incident management training curriculum aligned with Federal Highway Administration standards by January 1, 2023.

All police basic and review training programs conducted by the Police Officer Standards and Training Council, Division of State Police, or municipal police departments must include the traffic incident management curriculum beginning October 1, 2023.

State Police and municipal police departments shall maintain records documenting when officers complete the traffic incident management training curriculum.

Commissioner of Transportation shall develop a plan to expand use of unmanned aerial vehicles to inspect transportation facilities and submit the plan with funding recommendations to relevant legislative committees by October 1, 2022.

Commissioner of Emergency Services and Public Protection shall develop a plan to expand use of unmanned aerial vehicles to investigate motor vehicle accidents and traffic incidents and submit the plan with funding recommendations to relevant legislative committees by October 1, 2022.
