Expands the motor vehicle exemption definition to allow golf carts to operate on state highways in municipalities where traffic authorities authorize such operation, solely for crossing state highways (effective July 1, 2022).

Permits blood transport vehicles owned by nonprofit blood banking operations to use high occupancy vehicle lanes on limited access highways regardless of passenger count if displaying required decals and organizational logos (effective October 1, 2022).

Requires the Commissioner of Transportation to complete installation of wrong-way signs on interstate highway exit ramps prone to motor vehicle accidents by January 1, 2024.

Modifies town aid road grant allocations of $12.5 million annually to explicitly allow use for engineering studies and planning services related to flood mitigation and municipal stormwater planning, in addition to existing highway and transportation purposes.

Establishes a pilot program to test microtransit services statewide, including rural areas, with the Commissioner of Transportation required to submit implementation report and recommendations to the General Assembly by January 1, 2025.
