Changes the timeline for civil service boards to classify officers and employees from "within ninety days" to "not later than ninety days" after initial appointment of commissioners.

Applies to departments that have adopted the merit system, excluding elective officers.

Allows civil service boards discretion to exempt from testing and competition the policy-responsible officer and one deputy, private secretary, or other confidential employee.

Amends Connecticut General Statutes Section 7-411 effective October 1, 2022.
