Raised Bill No. 400 Summary

• Establishes a task force to study the municipal payment in lieu of property taxes program under Connecticut General Statutes Section 12-18b and recommend changes to that section.

• Task force composition includes 8 members appointed by legislative leaders (House Speaker, Senate President Pro Tempore, House and Senate majority/minority leaders), the Secretary of the Office of Policy and Management, and chairs and ranking members of relevant joint standing committees.

• All initial appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days.

• Task force must submit findings and recommendations to relevant joint standing committees by January 1, 2023, at which point the task force terminates.

• Administrative support will be provided by the joint standing committee staff responsible for appropriations and state agency budgets.
