Establishes a task force to study community service provider rates, including state fund disbursement, Medicaid reimbursement rates, capital improvement needs, operational costs, and staff wage compensation issues.

Task force consists of representatives from nonprofit and for-profit providers, labor organizations, licensed health care professionals, state commissioners from social services and related departments, and joint standing committee chairs and ranking members.

All initial task force appointments must be made within 30 days of the act's effective date, with the first meeting scheduled no later than 60 days after the effective date.

Task force shall submit findings and recommendations report to relevant joint standing committees no later than January 1, 2023, after which the task force terminates.

Administrative staff of the appropriations and state agency budget joint standing committee will serve as the task force's administrative support.
