Commissioner of Economic and Community Development shall identify economic barriers faced by persons seeking to open child care centers, group child care homes, or family child care homes, in consultation with the Office of Early Childhood and Connecticut Health and Educational Facilities Authority.

Commissioner shall develop a plan to address the identified economic barriers to opening child care facilities.

Commissioner must report on the plan to the joint standing committee of the General Assembly having cognizance of commerce matters by January 1, 2023.
