Establishes the Pandemic Unemployment Nonfraudulent Overpayment Program to provide amnesty for unemployment overpayments received between March 10, 2020 and December 31, 2021 due to administrative error (not fraud or willful misrepresentation).

Creates a separate nonlapsing "pandemic unemployment nonfraudulent overpayment account" within the General Fund, funded with $50 million from the state General Fund for fiscal year ending June 30, 2023.

Eligible claimants can receive assistance either as reimbursement for amounts already repaid or as deposits to the Unemployment Compensation Fund for outstanding balances, distributed on a first-come, first-served basis within available funds.

Labor Commissioner must determine eligibility within 60 business days of claim receipt, with affected claimants able to request reconsideration within 20 business days; no further appeals allowed after reconsideration decision.

Commissioner must notify eligible individuals by September 1, 2022 of their option to request a waiver determination under existing law before applying to this program, with a six-month window to request such determination.
