Prohibits the General Assembly from enacting bills or resolutions during a special session called after the regular session if they are the same or substantively similar to bills or resolutions filed during the regular session unless a public hearing is held during the special session.

Applies only to special sessions held after the completion of that year's regular session.

Requires the public hearing to occur during the special session in which the similar bill or resolution is being considered.

Effective date is July 1, 2022.

Received joint favorable recommendation from the Government Administration and Elections Committee.
