Establishes a task force to study the feasibility of implementing procedures allowing absentee ballot applicants to use a single envelope instead of two for returning ballots

Task force composition includes 11 members: four appointed by House and Senate leadership (speaker, president pro tempore, and minority leaders); four appointed by House and Senate election committee chairs and ranking members; Secretary of the State or designee; two registrars of voters from different political parties; and one town clerk representative

All initial appointments must be made within 30 days of the effective date, with the first task force meeting to be held no later than 60 days after the effective date

The joint standing committee on elections shall provide administrative staff support to the task force

Task force must submit a report with findings and recommendations to the election committee by January 1, 2023, and terminates upon report submission or January 1, 2023, whichever is later
