Expands public records exemptions to include complaints made under whistleblower provisions and investigation records related to state employee complaints under sections 4-61dd and 4-276 to 4-280 (effective October 1, 2022).

Requires Commissioner of Motor Vehicles to complete criminal background checks and child abuse registry checks for public passenger endorsement applicants within 60 days, with authority to deny temporary licenses for school bus or student transportation vehicle operators (effective October 1, 2022).

Mandates municipal and regional school district legislative bodies to hold public meetings to address unsound financial practices or internal control deficiencies identified in audit reports and submit corrective action plans (effective October 1, 2022).

Establishes amortization schedules for Connecticut's General Fund negative balance, with the accumulated deficit from June 30, 2013 to be reduced by June 30, 2028, requiring the Secretary of Policy and Management to publish annual amortization schedules (effective October 1, 2022).

Revises reporting requirements for Connecticut Municipal Redevelopment Authority, Connecticut Urban Development Authority, and Capital Region Development Authority to submit annual comprehensive financial reports to the Governor, Auditors of Public Accounts, and relevant legislative committees within 90 days of fiscal year end (effective October 1, 2022).
