Establishes a working group to study Connecticut's civil laws, including a review of titles 51 and 52 of the general statutes to recommend legislative changes.

Working group composition includes six members appointed by legislative leaders: one each by the House speaker, Senate president pro tempore, House majority leader, Senate majority leader, House minority leader, and Senate minority leader.

Working group members must have expertise in interpreting Connecticut's civil laws.

Working group must submit findings and recommendations to the joint standing committee on judiciary by January 1, 2023.

Working group terminates on the date it submits its report or January 1, 2023, whichever is later.
