Establishes a working group to study and recommend methods for expanding availability and provision of mental health resources to children in Connecticut.

Membership includes representatives from family advocacy organizations, African American community leaders, children's hospitals, and commissioners of Children and Families, Mental Health and Addiction Services, and Public Health, plus legislative chairs and ranking members from relevant committees.

Commissioner of Children and Families shall schedule the first meeting within 60 days of the effective date, and working group members shall elect two chairpersons from among themselves.

Administrative staff of the joint standing committee on children's matters shall provide support to the working group.

Working group must submit findings and recommendations to the joint standing committee on children by January 1, 2023, and shall terminate on the date of submission or January 1, 2023, whichever is later.
