Establishes the "Mashantucket Pequot and Mohegan Fund" as a separate nonlapsing fund receiving transfers from the General Fund based on payments from the Mashantucket Pequot Tribe under a 1993 memorandum of understanding, effective July 1, 2022.

Distributes $3,000 annually to each of three tribes (The Schaghticoke, Paucatuck Eastern Pequot, and Golden Hill Paugussett) beginning in fiscal year 2023.

Deposits $20 million annually into the fund beginning fiscal year 2024 and each year thereafter until the total fund balance reaches $135,009,000.

Requires grants to municipalities to be paid in three installments (December 15, March 15, and June 15) with amounts certified by the Office of Policy and Management and paid by the Comptroller and Treasurer.

Prohibits reducing transfers from the General Fund except upon gubernatorial emergency certification and approval by a two-thirds vote of both houses of the General Assembly.
