SB 463 Summary

• The Capital Region Development Authority shall conduct an analysis of the state-owned property at 233 Maxim Road in Hartford (parcel 333077003) to identify benefits and obstacles to alternative commercial, residential, and recreational development.

• The analysis must identify federal, state, and local governmental obstacles to development and associated removal costs; environmental obstacles and remediation costs; and commercial, residential, and recreational development opportunities.

• The Capital Region Development Authority shall hire legal, environmental, and economic development consultants through a request for qualifications process to conduct the analysis.

• The Connecticut Airport Authority must assist collaboratively and cannot enter into new agreements or obligations on or after July 1, 2022 that would further encumber the property or restrict alternative uses.

• One million five hundred thousand dollars is appropriated to the Department of Economic and Community Development for fiscal year 2023, and the Capital Region Development Authority must submit findings to the joint standing committee on finance, revenue and bonding by January 1, 2023.
