Changes the State Bond Commission's authority from mandatory to discretionary for allocating funds for works of art in state building projects, eliminating the one percent allocation requirement.

Removes the specific one percent allocation formula and allows the Commissioner of Administrative Services to approve art allocations in consultation with the Department of Economic and Community Development.

Authorizes the Commissioners of Administrative Services and Economic and Community Development to transfer unused or unnecessary works of art from existing state buildings to new construction, reconstruction, or remodeling projects.

Maintains the state building works of art account as a separate, nonlapsing fund for purchasing works from Connecticut artists, establishing a rotating collection, and funding repairs and maintenance.

Takes effect October 1, 2022 and amends Connecticut General Statutes Section 4b-53.
